This role, which emerged at the beginning of the 19th century, was mainly the consequence of the advantages of its port location. The canal linked New York to Albany to Buffalo and initiated a new era of growth for inland freight transportation. By , New York evolved to become the most active port in the United States , as well as its primate city handling a maritime traffic greater than Boston, Baltimore and New Orleans combined. The later part of the 19th century focused on rail infrastructure developments, undermining the importance of the canal system, but confirming the function of New York as a hub of the national transport system. These original officers were known as Bridgemen, nine of whom were later promoted to the rank of Bridgemaster, or Sergeant. The force grew in number with the opening of Port Authority facilities such as the Holland Tunnel in , three Metropolitan Airports and a Marine Terminal in the s, and the Port Authority Bus Terminal in the s. The Port Authority oversees much of the regional transportation infrastructure, including bridges, tunnels, airports, and seaports , within the geographical jurisdiction of the Port of New York and New Jersey. The Port Authority operates the Port Newark—Elizabeth Marine Terminal , which handled the third-largest volume of shipping among all ports in the United States in and the largest on the Eastern Seaboard. The agency has its own 1,member Port Authority Police Department. The congestion at the port led experts to realize the need for a port authority to supervise the extremely complex system of bridges, highways, subways, and port facilities in the New York-New Jersey area. The solution was the creation of the Port Authority under the supervision of the governors of the two states. By issuing its own bonds, it was financially independent of either state; the bonds were paid off from tolls and fees, not from taxes. It became one of the major agencies of the metropolitan area for large-scale projects.
